India Office, February 18, 1909. I AM directed by the Secretary of State for India in Council to acknowledge the receipt of your letter dated the 4th instant on the subject of a proposal by the Chinese Board of Finance to levy an additional tax on foreign opium, and, in reply, to inform you that Viscount Morley concurs in Sir Edward Grey's proposal to approve the terms of Sir J. Jordan's notes of the 14th December, 1908, and the 2nd ultimo.
